Who was the Comedian that use a golf cart to make disasters in an Olympic ceremony?

I don't remember if it was an Olympic or a FIFA World Cup, but he was a comedian that use a golf cart to make disasters as part of the Closing or Aperture Ceremony.

The quad cycle was central to the comic 鈥榣awnmower man鈥?segment that started the telecast with a slapstick chase. It appeared on the arena just as a mock ceremony, complete with officials and a marching band, began. Driven by a rogue groundkeeper (played by Neill Gladwin), it appeared to be an out-of-control lawnmower that ploughed through a stage, speakers, officials and the marching band, careering off through the entrances to the field of play (known as 鈥榲omitoriums鈥?, and back on to the arena, pursued by an ever-growing crowd.
